Tehran's Declaration in 16th NAM Summit

Navideshahed: The final statement of the Non-Aligned Movement (NAM) which includes 11 clauses emphasizes on different political and economic issues with the subject of Palestine, having the right of peaceful nuclear energy and the stable global peace.

According to Fars News Agency Political Service, the full text of the statement of the 16th heads-of-state summit of the Non-Aligned Movement (NAM) in Tehran dated on August 30-31, 2012:

We, the heads of the Non-Aligned Movement have come together on August 30-31, 2012 in Tehran, the Islamic Republic of Iran and we reviewed the international conditions for the purpose of effective help to the resolving the main problems which have led to creation of concerns for all the Non-Aligned Movement members and all the humans of the world. We have considered the principles of the conferences held in Bandung conference (1955) and Belgrade conference (1961) have emphasized, and the basis for our efforts to achieve a world with peace, equality, cooperation and prosperity for the nation and also to document the experiences of past and potential with a renewed emphasis on the principles and objectives of the Non-Aligned Movement and the international situation are still valid, relying on past achievements in the struggle against imperialism, colonialism, neo-colonialism, racism, apartheid, imperialism and all forms of intervention external aggression, occupation, aggression and stress on the coalitions focused on addressing the power and movement will be the main policy, with a renewed commitment to the principles and objectives of the Non-Aligned Movement, as well as a commitment to work towards: National sovereignty, equality of states, their sovereignty and non-interference in internal affairs, to adopting the necessary measures to prevent and deter aggressive actions and neutralizing such actions or other types of breaching and by emphasizing on peace and encouraging all to resolve the problems through peaceful activities in a way that no danger to threatens the international peace and security; in addition of avoiding threat or using violation, we announce the political independency of each other by any ways or methods that is not against the charter of the United Nations according to the following issues:


1- The formation of a fair, transparent and effective global management system to face the current challenges which stem from security threats, environmental hazards, climate change, immigration, international economic measures and communicable diseases, saying the NAM members should coordinate their stances and mobilize their forces to take steps in favor of serving the interests of developing nations.

A. The territory of the global pro-management should be expanded and in addition to the related affairs to development, it comprises many other issues and maters and concerns of the countries. In fact the world is encountering some challenges in the security, social, environmental, health, refugees, narcotics, transnational and organized crime, terrorism and cyber attacks. Therefore preserving the international peace and security should be put in the countries agenda. The current decision making system in the world is not useful and it shows more resistance against the changes.
B. The United Nations should play a key role in forming the legal framework of the global management and this requires for efforts to boost and reform the world body, it said, adding that the structure of the Security Council and the General Assembly should change in a way that these two institutions could reflect the realities of the world.
C. The position and place of the developing countries in the field of economic should be reflected in the key international management structures. The key decisions related to the global management subject can not be in the control of a small group. According to this matter that politics are done by a huge number of subjects which influence all the countries. Since the decision and policy making on many global issues affects all countries, it is necessary for developing nations to have more presence and role in international decision making centers.
D. The document went on to say that the inefficiency of international financial and economic institutions has made them unable to solve the current crises. Because these institutions have been created after the World War II and they are not able to solve the current crisis and challenges in the world and this has negatively affected developing countries.
E. In the international Community, each nation has its own values and comments. The peaceful life along with coordination will be done when diversity in the global society is recognized and respected, therefore it should be attempted to, reject any attempt to impose values (of few nations) on the other members of the international community.

2- The paper then blamed the Zionist regime which has committed constant crimes in the occupied lands for the current crises in the Middle East, saying that the only solution lies in efforts to end occupation of the Palestinian lands, and to help Palestinians exercise their right to self-determination and form an independent state with the holy Quds as its capital.

3- Racism and discrimination of races is an obvious dishonoring to the human dignities and honors.It raised concerns of the new forms of racism in the world and called for measures to deal with all forms and symbols of racism and discrimination, xenophobia and Islamophobia as well as human trafficking anywhere in the world.

4- Issues of human rights should be taken into account based on constructive, non-confrontational, non-selective, fair, impartial, balanced and concrete cooperation which stays far from political considerations, the NAM leaders said, asking for efforts to respect cultural diversity, national sovereignty, territorial integrity and non-interference in the internal affairs of countries when looking into the question of human rights.

5- They went on to say that nuclear stockpiles pose the biggest threat to humanity, adding that the possessing countries are expected to do something for the total eradication of their nuclear weapons in a fixed period of time, and asking for compiling a comprehensive convention on eliminating all nuclear weaponry.

6- The document then said that all countries should be given the right to develop, research, produce and use nuclear energy for peaceful purposes, adding decisions by countries, including the Islamic Republic of Iran, on the civilian use of nuclear technology and fuel cycle should be respected.

7- It is a must to have a comprehensive international document laid down to ban threatening to attack or launching strikes on the nuclear sites which are employed for energy generation, the paper reiterated.

8- The NAM also vowed to avoid identifying, ratifying or implementing any unilateral or cross-border aggressive measures among them unilateral economic sanctions or other limitations against countries. In this regard the NAM members are obliged to oppose such activities and rules and to condemn them and to struggle against such activities so seriously. Also the general assembly and other agents of the United Nations, NAM members also call the countries to act in this regard. Also the members of Non-Aligned Movement call on the countries that adopt such policies or they enact such rules to cancel such rules and regulations.

9- The NAM attendees also condemned all acts of terrorism including the state-sponsored terrorism, saying that all countries should abide by their international commitments and contribute to the materialization of a world without terrorism. All the terrorism victims including the Iranian scientists and researches that have been victimized by the terrorist activities deserve to receive the deepest sympathy.

10- The NAM leaders opposed bids to impose one single culture on nations and said that dialog among religions, cultures and civilizations which help shore up peace, security, stability and development should be promoted.

11- The Non-Aligned Movement should tap into its potential and members to put into force the decisions of the heads of state which are reflected in the movement's documents, the final statement said, adding that the movement needs to create a strong mechanism to pursue its objectives and implement its decisions.
