Commitment in NAM Fashion

Navideshahed: Reviving the half-dead body of the NAM had got close to the process of entering into 'political coma’, but today it requires more movement to return to former principles with ‘smart update processes’.

The 16th Summit of the Non-Aligned Movement will run from August 26 to September 1, 2012 in Tehran. During this summit more than 118 countries will be present in the meeting based on the formal invitation of Iran.

Also 41 countries have reported that they will attend at the highest level - the president or the prime minister. Foreign ministers of 21 countries will be present as well. Also 5 countries will participate in the level of president's special envoy. The rest of the countries will attend in the level of deputy minister, deputy director general of the UN ambassadors in the conference.

Needless to say, this session, due to the high number of participants and the composition of the member states, has a capacity of diplomatic relations.

A brief historical consideration of the Non-Aligned Movement indicates that the phrase none-aligned was used for the first time by Jawaharlal Nehru, the Indian prime minister during a speech that he gave on April 28, 1954 in Colombo and after that it was continued by the efforts and struggles of Asian- African leaders and founders of the Non-Aligned Movement.


Tito, Jawaharlal Nehru, Jamal Abdol Naser, Sukarno and Ghavam Nakrumeh some leaders from Yugoslavia, India, Egypt, Indonesia and Ghana founded the movement as Non-Aligned Movement (NAM) and each of the abovementioned persons played significant roles for the formation of this movement.




Marshal Tito who was the leader of Yugoslavia during World War II, after stabilizing his power, despite of this issue that he was in the least of east at the beginning, he chose the policy to move as an individualist towards west and by this action, he was criticized by their Medias. Since he could not join the western block due to his ideological beliefs, in such a situation he attempted to choose to retain a third way.

His dealings with Asian and African leaders, including Nehru and Nasser had prompted him to offer to host the first meeting of the heads of member states of the Non-Aligned Movement in Belgrade in order to discuss the affairs. Therefore according to his efforts and the other founders of the Non-Aligned Movement, the first summit of the leaders of the movement was held in December 1961 by presence of the leaders from 25 countries in Belgrade, the capital of Yugoslavia.

Since this year, membership in the Non-Aligned Movement meant announcing opposition and the lack of accepting the colonial of the superpowers and having access to political, economic, cultural independency and rejecting the colonialism and colonization and it was something for the balance of the world as well.


Since Iran has a membership in the Baghdad Pact military (CENTO) it was unable to joint Non-Aligned Movement. After the victory of Islamic Revolution and the fall of Shah’s regime in 1979 and the dissolution of CENTO, Islamic Republic of Iran during the summit that was held in September 1979 became a member of Non-Aligned Movement officially. With the collapse of the bipolar system of the Cold War and a pole - multipolar world and new developments in the international arena, the Non-Aligned Movement faced with some modern situation as well. The existence philosophy of this movement after this date was challenging the hegemony and unilateralism and in the emergence of a multipolar system;

But from the beginning for the formation of the Non-Aligned Movement, the existence of different understanding by the member states and the lack of desires by most of them to the philosophical principles had made finding out a joint ideology as a difficult work.
In fact, the meaning of non-alignment in the understanding of the member states had different meanings and even in connection with some of the countries in regards to the of bellow, the question of having the condition mentioned in the Non-Aligned Movement is observed by a kind of lack of commitment!


The membership conditions in the preparatory meeting in Cairo, before the Belgrade conference have been determined as follows:



A- having an independent policy based on peaceful co existence
B- supporting the movements of anti colonial liberation
C- not having formal military treaties
D- Not having any military dual union with any of the superpowers
E- Not allowing foreign military bases in one's territory and not belonging to world military alliances

Now the existence the names of some countries like Saudi Arabia, Qatar, Bahrain, UAE, Kuwait, Jordan and even the Republic of Azerbaijan among NAM member countries confirms the existence of contradiction alignment of the kind of non-alignment.

Of course you should not forget the fact that the non-aligned countries already committed to being in a position of weakness. We should not forget that these countries had some other names such as Egypt and Tunisia that right now according to the Islamic Awakening do not agree to obey the international bullies. Also, Pakistan is no longer U.S. 'Yes sir’, the ball is out of focus points. The overall theme of the Non-Aligned Movement before the Islamic awakening can be classified into three independent, dependent, and impossible categories.

While Iran, Cuba, South Africa, Venezuela, Syria and Lebanon were independent parties, also some countries such as Egypt, Jordan, the UAE and Qatar are in the group of dependent to foreign powers and they lined against the first queue. But the rest member states that consist of many countries have created different battles for the advantage of themselves and hereby they are influential as well. But after the Islamic awakening, the dependent group lost one of its most influential leaders. At the present time, in addition to this issue that Egypt can not be considered as an active player due to its domestic problems, but at least it won’t accompany the dependent battle as well and it could be considered a very significant issue for Iran and the independent party to use the opportunity which has been created in this field in order to advance the movement. The chairmanship of Iran on the movement will also be helpful in this field as well.


In fact, it can be claimed that the revival of half-dead phenomenon called the NAM in recent years in the process of entering a "political coma" were placed in groups of more independent faction headed by Iran's developments that have taken place in international relations and the Iranian chairmanship, has made this more possible.
